Function and Use:These files were artificially created, and consist of extracts and complete copies of selected documents released in compliance with the Nazi War Crimes, and Japanese Imperial Government, Disclosure Acts (Public Laws 105-246 and 105-567). The Acts call for an Interagency Working Group (IWG) to locate, inventory, recommend for declassification, and make available all classified Nazi and Japanese war criminal records, subject to certain specified exceptions. The IWG tasked Federal agencies, including the Central Intelligence Agency (CIA), to search its record holdings for relevant war criminal and war crimes documents responsive to personal name and subject terms identified by the IWG. Between 1999 and 2004, in complying with the disclosure acts, the CIA selected and copied documents from throughout its various file systems. In 2004, the CIA was tasked to adopt broader coverage for release of relevant documents. As a result, the CIA produced new files on previously unreleased names and subjects, and additional releases of documents for previously released files on name and subjects. This series is made up of the artificially compiled files produced by the CIA since 2004 under the wider release policy adopted to fully comply with Public Laws 105-246 and 105-567.

Most documents have been declassified, but a few are still classified and unavailable for research. Withdrawal sheets giving information necessary for mandatory declassification review requests have replaced the classified documents in the open folders.
