The agency conducted this survey as part of a mandate of the Civil Rights Act of 1964 to provide the President and the U. S. Congress with data about the availability of equal educational opportunities for minorities in the nation's public schools. The results were used to monitor school integration and educational equalization.
The Coleman Report of 1966, named after the lead researcher for this study, James S. Coleman, resulted from this survey.
