| General Note(s): | This series is unique to House records in that it arranges records by subject for each Congress rather than maintaining them with other records of the committee to which they were referred. In other words, a folder of records referred to the Committee on the Judiciary might be filed next to a folder of records referred to the Committee on Claims. Before 1865 these types of records were generally filed with the papers of the committee to which the bill was referred. The records known as bill files begin to appear in the 58th Congress (1903) and include the types of records traditionally filed in Accompanying Papers. Bill files are maintained by each committee. |
